Job Description

Power Industry Support, LLC is actively recruiting a Maintenance Manager for the Pacific Ultrapower Chinese Station power plant located in Jamestown, California. This is a biomass facility utilizing a Bubbling Fluidized Bed (BFB) boiler to generate approximately 18 net megawatts of base load renewable power.

We are looking for an experienced Maintenance Planner/Supervisor/Manager with a solid background in industrial plant settings (Solid Fuel Coal/Biomass/WTE Power Industry Experience is a plus).

Salary Range:  $140K-$160K + Bonus & benefits

Job Summary

The Maintenance Manager – Maintenance is responsible for the safe, reliable, and cost-effective execution of all mechanical and Electrical & Instrumentation (E&I) maintenance activities at an 18 MW biomass-fueled power plant. This role is centered on a systems-based maintenance philosophy within a continuous-process environment and is accountable for preventive and predictive maintenance programs, maintenance workflow management, planned outage execution, spare parts and warehouse management, and long-term plant reliability improvement.

Job Functions

Maintenance Strategy & Systems Approach

Develop and continuously improve a plant-wide maintenance strategy aligned with reliability-centered maintenance (RCM) principles. Establish standardized processes for planning, scheduling, execution, documentation, and post-work review.

Plant Budget and Reporting

Assist in the preparation of the Annual Budget. Assist in the preparation of capital upgrades. Monitors Maintenance Budget and provides variance input on a monthly basis.

Personnel Management

Direct Maintenance Technicians’ daily activities. Ensures safe work practices and procedures are observed. Maintains a productive and motivated staff through sound human resource management and the enforcement of personnel policy. Ensures work group activities are performed on time and within budget through effective planning, organizing, scheduling, and monitoring of work activities and utilization of resources. Sets high and challenging productivity and quality standards for self and work group; encourages new ideas and work methods to lower costs and increase productivity, quality and safety. Clearly assigns responsibility for tasks and decisions and manages expectations of others.

Mechanical & E&I Maintenance Oversight

Direct all mechanical maintenance activities including boilers, turbines, fuel and ash handling systems, pumps, fans, valves, and balance-of-plant equipment. Direct all E&I maintenance activities including DCS, PLCs, instrumentation, analyzers, electrical distribution, motors, generators, and protection systems.

Preventive & Predictive Maintenance Programs

Develop and maintain robust preventive maintenance (PM) and predictive maintenance (PdM) programs using vibration analysis, thermography, oil analysis, and condition-based monitoring. Optimize maintenance intervals based on equipment condition and data.

Maintenance Workflow & CMMS Management

Own the maintenance workflow from work request through closeout. Ensure accurate prioritization, planning, scheduling, documentation, and asset history within the CMMS. Use data to manage backlog and performance KPIs.

Planned Outage Planning & Execution

Lead planning and execution of planned outages. Develop outage scopes, schedules, and resource plans. Perform critical path method (CPM) analysis to minimize outage duration and generation downtime.

Spare Parts & Warehouse Management

Develop and manage a strategic spare parts program, including identification of critical spares for single-point-failure equipment. Optimize inventory levels, warehouse controls, and material traceability.

Plant Reliability & Single-Point Failure Analysis

Lead single-point failure identification and mitigation efforts. Perform root cause failure analysis (RCFA) for forced outages and recurring equipment failures and implement corrective and preventive actions.

Safety, Compliance & Environmental Support

Champion maintenance safety programs including lockout/tagout, confined space, hot work, and electrical safety. Ensure maintenance supports environmental compliance for emissions control and monitoring systems.

Leadership & Workforce Development

Lead and develop mechanical and E&I maintenance personnel. Establish training, qualification, and competency requirements. Support succession planning and vendor/OEM training.

Education and Experience – An equivalent combination of education, training, and experience will be considered.

  • Undergraduate degree in engineering or related discipline. Work experience may be considered in lieu of education.
  • 8–12 years of industrial maintenance experience with at least 5 years in a supervisory or management role
  • Strong knowledge of power plant mechanical and E&I systems.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position.

  • possess basic math skills, good verbal communication skills, and be proficient with the use of power and precision tools.
  • Must be cooperative with those he/she contacts in this work and have the ability to work without direct supervision.
  • Must know the hazards involved and the safety precautions to be practiced in the operation and maintenance of power plant equipment and machinery.
  • Work within and ensure strict adherence to all safety practices and procedures.
  • Must be able to respond to audio alarms and variations of sound.
  • Basic data entry/computer skills. Experience with maintenance planning software
  • Experience and proficient use of CMMS platforms.
  • Work as a team. Must be able to pool our knowledge and energy to work in tandem to completely understand and productively respond to all of the business challenges.

Work Environment – Environmental or atmospheric conditions commonly associated with the performance of the functions of this job.

  • Protective equipment such as hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment and other equipment must be worn in the performance of some duties.
  • Work with hazardous materials may be required.
  • Requires working extended working hours, varied shifts or 12-hour shifts with weekend and holiday work as required by schedules, workload and plant conditions. On call status (day and night) may be required.
  • Includes working indoors and outdoors.
