Power Industry Support, LLC is actively recruiting a Operations & Maintenance Manager for a 31 MW biomass-fueled stoker fired biomass power plant in Burney, CA.
We are looking for an experienced O&M Manager with a background in and exposure to solid fuel boiler operations.

GENERAL SUMMARY:
The Operations & Maintenance Manager is responsible for the daily operations and maintenance of the plant. The O&M Manage manages and implements the plants maintenance programs. The O&M Manager directs the implementation of the Operating Plan and identifies those areas which may need improvement or further development. The O&M Manager will ensure that plant operating conditions are within optimum limits. The O&M Manager works with the plant operating staff to ensure plant facilities and equipment are maintained in a safe and efficient operating condition. The O&M Manager may be responsible for performing environmental functions reliably, efficiently and in compliance with all applicable laws, regulations, permit conditions, policies, procedures, and community commitments. The O&M Manager manages overall environmental compliance and maintains effective relationships with plant management and employees, regulators, corporate employees, community members and other stakeholders.
PRIMARY FUNCTIONS:
Ensure personnel conduct work safely in accordance with the Safety Manual. Ensure that thermal and electrical outputs are maintained at maximum levels and efficiencies. Oversee the daily upkeep of necessary plant logs and records. Report normal, abnormal, or emergency plant conditions to the Plant Manager. Take necessary corrective action in accordance with established policy or at the direction of the Plant Manager. Implement the plant’s preventive and predictive maintenance program, including equipment failure records, and provide trend information to the Plant Manager. Ensure that the water chemistry program for the plant is properly implemented, including testing, inspections, and maintenance of water treatment program. Provide guidance to the personnel in administering the water treatment program. Ensure day-to-day environmental compliance at the plant, including all applicable environmental monitoring, record keeping and reporting requirements, including Continuous Emissions Monitoring System (CEMS) operation, data collection and reporting. Develop and manage action plans to address identified issues. Oversee the training of all plant personnel and maintain the plant Training Manual. Prepare required reports for the Plant Manager, owner and/or utility. Maintain the plant Operations Manuals and assure that operating policies and procedures are kept up to date. Sustain the morale and motivation of operations personnel and handle employee concerns as they arise. Provide task lists and schedules for plant maintenance and contractor personnel for normal operating periods, planned outage periods, and forced outage situations. Maintain the plant’s Maintenance Manual and assure that vendor maintenance and repair manuals are properly filed and kept up to date. Assist with the location, screening and hiring of operations and maintenance personnel. Complete other tasks as requested by the Plant Manager.
SCOPE OF RESPONSIBILITY:
The O&M Manager operates from established and well-known procedures, performing duties independently with only general direction given. Decisions must align within company policy and constraints. The O&M Manager encounters new and varied work situations involving a high degree of complexity. The O&M Manager must ensure that all work is completed in a safe manner resulting in no accidents, and in compliance with all environmental permits. The O&M Manger must effectively communicate information to the Plant Manager, and subordinate operations and maintenance personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvement. The O&M Manager must ensure duties are performed in such a way as to result in an optimum cost-benefit ratio. All employees have the responsibility for both the plant and their co-workers to do the job right the first time and to ensure the plant’s needs are met.
WORKING RELATIONSHIPS:
The Operations & Maintenance Manager reports to the Plant Manager and supervises subordinate operations and maintenance personnel.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
Physical requirements include the possibility of working on feet for extensive periods, requiring stairs and ladder climbing; and routinely lifting 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.). Working with hazardous materials is a requirement for the O&M Manager. This position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. “On call” status is a requirement for the O&M Manager. All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post employment random drug screening. There are extensive smoking restrictions in and around the facility.
JOB QUALIFICATIONS:
Bachelor of Science degree in engineering or equivalent preferred. 5+ years of power plant or similar experience required (Biomass – Wood Fire is experience preferred). At least 2 years’ experience supervising technical, supervisory and administrative personnel required. Strong leadership and motivational skills required. General knowledge of power plant operations, including the interrelationship of environmental impacts and compliance with operation and maintenance functions. Strong oral and written communication skills as well as good planning and organizational skills are necessary.
